Synopsis
天下围棋高手汇聚扬州，争夺“天下第一大国手”之美誉。范西屏应邀参加。施襄夏前来助战。路上，施襄夏听说窦明政因揭发江苏粮库亏空案，遭人暗算，危在旦夕。他拜见窦明政，了解详情，亲眼见他被抓进大牢。乾隆也到扬州，暗查此案。被调查的官员层层庇护，极力隐瞒真相。为收集证据，施襄夏出美人计，收集官府的票据。被贪官们察觉，盗走了证据。暂无内容乾隆关注着这场棋赛，还要和胜者对局。范西屏和施襄夏决心打败所有对手，面见皇上。道出实情。在施襄夏的助战下，范西屏战胜各路高手，并再次收集到重要证据。范西屏赢得大国手称号，在同乾隆的对局中，俩人珠联璧合，利用棋子的布局，让乾隆看到事情真相。彻底揭开黑幕。使贪官受到惩罚，冤案得以昭雪。
