Synopsis
“鬼船”入港，上司为明哲保身而欲以“水匪之乱”草草结案，狄仁杰却隐隐觉得事情蹊跷。大典在即，长安城人心惶惶，皇后命大理寺座沈铭三日之内结案，沈铭只好将破案压力给到狄仁杰。督水监长官冷霁月也加入其中，在案发“鬼船”上又遇见旧识段言。此三人前往长安情报中心“下城”，获得情报。一路探究，连翻长安地下两大势力终于找到秘密所藏之处——云窟。狄仁杰等人进去古陵云窟，连破机关陷阱，陷入绝境之中，狄仁杰依靠土层辨识找到出路，终于突破阳墓找到怀王与大月之遗族饲养龙鳌的阴墓。真相渐渐浮出水面，大典在即，各股黑暗势力伺机而动，而狄仁杰早已明察秋毫布下天罗地网……
